development for the purpose of meeting modern conditions in China will not be possible without a full measure of local support and substantial financial assistance from outside the Colony to supplement the grant from the Colonial Government and the University's other sources

of income. I feel sure, however, that you will appreciate

that the outbreak of war has rendered it impracticable for His Majesty's Government to pursue at present the question of any financial grant from public funds in this country and this must remain for reconsideration when circumstances

are more favourable.

4. In due course, however, you will no doubt wish to

consider further the Committee's recommendations for the

further development of the University on the lines contemplated in their report, dus allowance being made for the difficulties set out in paragraph 3 above; and in that event, I shall, of course, give all possible consideration to such plans as you may be in a position to recommend.
